The Metropolitan Transports Department has been created on July 16, 1991 by Law No. 7,450.
Its insertion in the State Government
The State Government organizes its direct management in four actuation areas, where the State Departments are included:

The Metropolitan Transports Department is part of the infrastructure area.
Its mission:
- The compliance with the state policy of urban transport of passengers for the metropolitan regions, comprising the metro, railway, bus and trolleybus systems and other modal divisions of metropolitan interest.
- The organization, coordination, operation and inspection of the metropolitan system of public transport of passengers and its road infrastructure, comprising:
- The planning of the collective transport of regional character and the elaboration, performance and inspection of programs and works for its compliance and control;
- The establishing of standards and regulations related to the planning, implementation, expansion, improvement, operation and maintenance of the services;
- The grant of concessions, permits and authorizations of the services, their inspection and the fixing of the respective tariffs pursuant to the laws in force.
- The promotion of the metropolitan system of public transport of passengers before the municipalities comprised in the metropolitan regions, which can be performed together with other public organs or private entities that actuate in the sector.
Its Structure
The Metropolitan Transports Department counts, in the centralized management, on three technical coordination sections, in addition to the direct staff of the Secretary:
- The Planning and Management Coordination – CPG, responsible for the planning of the integrated metropolitan transport network for the metropolitan regions and derived projects
- The Institutional Relations Coordination – CRI, responsible for the technical projects, research projects and organization of information on the metropolitan transports.
- The Collective Transport Coordination – CTC, responsible for the establishing of policies for the metropolitan transport of passengers.
